3-C Marvel Scaling clarification question

In this calc, it mentions that using Magnitude 4 is the standard which is 4-A, but for some reason we use one of the 3-C ends? My question is why? And even if it's acceptable anyway, which end is used and shouldn't this be mentioned somewhere? I might've missed it somewhere, but it should be clarified as to why we're using 3-C and not 4-A which was mentioned as standard.

Magnitude 4 is the baseline for if it is merely felt. Magnitude 6 is the baseline if the shakings are considered violent or something along those lines.

I’m pretty sure we are using the 4-A end, but other stuff have warranted 3-C more than 4-A
