Okay, here's my argument for both sides.
Homelander has a 1.4x AP advantage and higher with Heat Vision, which would be an advantage for him since he can "spam" it whenever needed. Homelander's Wincons seem like he'd try to "rip the heart out" of Pochita's chest? But that's unlikely in my opinion. Homelander also hasn't been proven to be good at close combat, only matching Billy, Soldier Boy (Weakened), and he doesn't have any truly noteworthy skills besides flying. Homelander is also at a disadvantage in terms of his Class K compared to Pochita's Class M.
As for our Badass OC, his mobility stemming from his sophisticated
chain manipulation and ability to perform
these actions gives him an advantage over Homelander in H2H combat. Homelander's superior LS is also a concern, as Pochita is Class M while Homelander is only Class K. Heat Vision isn't very effective either, as it doesn't seem to generate enough heat to cause Pochita any trouble, but it does give Homelander a slight advantage.
For that, my vote goes to Badass OC
