There's no alternate timeline version of Cosmic Fear Garou, so idk how that even factors in. There's just the one version, it's not like with Saitama where his past and near future versions fused and he forgot a lot of his new and most busted abilities

There is, since Saitama from the future stopped him before he fought Blast, meaning this Garou didn't copy the portal creation. High 4-C Garou is the Garou that used the GRB on Saitama.

Anyway, Garou can just throw Garlic Jr into the deadzone if he summons it lol.

Cuz canonically there's a pre-time travel High 4-C Garou that has portals, and there's a post-time travel High 4-C Garou that got smacked before he could copy Blast

Both can BFR. The trick is, Garou can't teleport to a place a hasn't seen.

Garou can bfr Garlic. But would be a challenge due to his flight speed.
Garlic can bfr Garou, who can't fly, but can try to resistant to its suction. I can see Garlic forcing him in.

Garou has a massive lifting strength advantage so Garlic can't force him to do shit, in fact trying to do so would result in Garou just grabbing and throwing him into the Dead Zone

If Garou perceives Garlic's flight as problematic he can just copy and do it himself as well
