Toppo just covers himself in EE energy and Goku Black can't do anything. Not to mention one is 3-A and the other is Low 2-C.

Goku Black has adaptation and hax, it'd actually be pretty fair and Goku Black scales above SSB Goku at that point

Base Toppo doesn't have Hakai, and is haxless otherwise
Base Toppo would be a match for ToP SSBKK Goku, so he might have an AP advantage over Black
However, Black is FAR more versatile, can negate durability with the sickle, and even if Toppo overwhelms him at first, Goku Black would just get a zenkai and turn the tides against Toppo
This isn'r a stomp since Toppo can likely win if he defeats Black fast enough, but I think Black can pull a win in most cases

I think black is probably one of the most powerful character who is still 3-A in DBS, I really don't know who could beat him.
