That's pretty much false since it scales from Primal Dialga, who can stabilize a whole timeline from just its heartbeat, aka is Low 2-C extremely casually due of performing such feat from literally just existing, meanwhlile Silver is just > Sonic who is around Baseline. Also Celebi resists TK, making this vote invalid.

Psychics are not immune to other abilities from psychic Pokemon, so they aren't immune to TK
This means nothing, Celebi can still half the damage from a TK on par with its own because Typing, so a TK from a guy who's waaaaay below it in scaling is doing nothing to it.
TK don't rely on AP, but LS. Celebi isn't breaking from it.
Against a far higher AP I dunno tbf.
Celebi resists it and can costantly heal with Recover. Also he can put Leech Seed on Silver while he doesen't notice it, which costantly drain his energy off while they're on him, and they stick on the opponent until the fight ends.
TK is LS, though damage done by it is AP, which Celebi does resist. He can't break free from it
He'd be too busy with the Magical Leaf to notice the seeds, simple as that.
Why wouldn't he notice the seeds? Silver isn't blind, and he can use TK on many things at once, so there's no reason why he wouldn't react to them.
