AP/Striking Strength

Downgrade From Small City level

People around Liesotte's level are currently scaling to this tier based on Avarita and Lieselotte abilities creating the Red Night, which is 15km. Problem with this is it was created by Phantasmogoria (November 3 2009, Avarita's Thoughts), which is hax that messes with your perception, and Acedia's Rainbow Contract which manipulates space-time to send things to parallel worlds, this wasn't ap, so it shouldn't scale, and even if it did it would only scale to those specific abilities

Kakeru's Tiering Pre-Eye of Aeon Fusion

Unknown, Small Building level with Eye of Aeon

Kakeru doesn't really do much, he gets Misuzu's blood and is able to defeat fodder Larva, but they don't really have much feats, these weren't even the flying ones with the MHS speed feat.

In short burst he is able to do stuff like harm Black Knights ie here where he harms Misao (October 29 2009, Collapse), and here where he harms Ira (October 7 2009, A Desperate Attack).

Put Unsealed Shiori and Dragon Avarita at City Block level

Shiori's magic is capable of easily destroying an entire neighborhood (November 3 2009, Bibliotheca Pan Magica). I would note this is her strongest attack. Avarita who is her equal is capable of destroying a bridge in 1 attack (November 3 2009, The Black Dragon). I can't for the life of me get any good visuals to calc this, and there is nothing in the Common Feats section for destroying an average bridge.

Looking around city blocks can be 80 m × 274 m, 100 m × 200 m etc, meanwhile an arch bridge can go up to 300m while a suspension bridge can go up to 2100m.

This bridge is clearly a suspension bridge, so would be bigger than an arch bridge, thus taking up more space than a city block. So I think it meets the requirement for destroying spaces equivalent to city blocks.

If the bridge feat is accepted Shiori and Avarita both become City Block level, and then Shiori would get a higher with Ultima Ratio. Otherwise they both get At least Small Building level for scaling above the other characters, and Shiro alone gets City Block level with Ultima Ratio.

Lieselotte and Kakeru don't scale to this, neither character faces Dragon Avarita or unsealed Shiori, and no statements really put them there.

Downgrade Magicians Striking Strength

Magicians don't fight physically, they fight with magic, so their striking strength should be Unknown

Durability

General Magician Downgrade

Magicians like Lieselotte, and Acedia always tank attacks using barriers, think their durability should be Unknown physically, Building level with Barriers

Yukiko

Downgrade to Human level

She is a glass canon, her durability is no greater than a normal humans (October 21 2009, Takahisa and Invidia), she just relies on her regeneration when fighting people like the Black Knights

Lifting Strength

To get out of Tachibana's chains, before his power is said to have doubled (September 30 2009, Gula's True Power, Gula had to actually injure himself (September 30 2009, A Desperate Fight). After being amped Kukuri chains Gula up, and ties the chains around some trees, but Gula uprooted the trees (September 30 2009, Gula's True Power). Uprooting 1 tree is Class 10 according to this.

It's further stated not even a dozen trees could keep amped Gula down. This would be a Class 100 feat.

Using the same 2x multiplier, normal Gula would be Class 50, and amped Gula would be Class 100.

Kukuri tried stopping Gula with trees, and failed, then the chains dug into Abraxas, her soul itself, thus she could stop Gula (September 30 2009, Gula's True Power). Kukuri would be Class 50 normally, Class 100 using her Soul

As for the other cast, we do see Misuzu for example going toe to toe, physically clashing with Ira, who is stronger than Gula, Yukiko does the same against Ira and Invidia, so I suppose her, and Yukiko scale to the Class 100. Magicians shouldn't scale to this feat either, because again they don't fight physically.

Intelligence

Basically a rewrite of the cast intelligence. This is going to include skill feats

Yukiko

Genius

Learned Japanese on the same level as natives (October 28 2009, After It's Over) in a super short period of time. Yukiko has unparalleled skill in using her blades (September 30 2009, A Club of Comrades), and has extreme precision in targeting each and every spot that could kill a human (September 30 2009, The Black Knight Gula). Possess an impressive ability to analyze and react in mere fractions of a second (October 29 2009, Yukiko's Wounded Heart). Can easily maneuver up branches, telephones and walls (October 29 2009, The Fire Demon). Yukiko is a veteran of countless battles who can predict the future attacks of her opponents (October 4 2009, Kakeru's Movement), and feel her opponents attacks coming, and sense which spots on her body they intended to pierce (October 29 2009, A Battle to the Death)

Kakeru

Pre-Fusion

Gifted

Kakeru advanced his swordsmanship (October 28 2009, Resolution Renewed) while training with Misuzu. Has the blood of the Kusakabe, which allows him to see actions being performed as a flow of events, a logical progression, which he can see the reasoning behind the actions, and can follow and imitate (October 28 2009, Resolution Renewed). In just a few training sessions (October 12 2009, The Black Knight Acedia) he improved his abilities massively (October 12 2009, The Black Knight Acedia). The Eye of Aeon lets him to react to attacks on instinct (October 29 2009, The Menace of Superbia), and perceive the world in slow motion (October 29 2009, The Menace of Superbia).

Misuzu

Genius

Misuzu is a master of her school (October 29 2009, Yukiko's Determination), which draws from every school, perfecting their techniques for use against the inhuman (October 4 2009, Exercise). Has refined her skills to their apex (September 30 2009, The Black Knight Gula), achieving mind numbing speed which prevents counterattacks by giving her opponents no time to react. Initially evaluated Kakeru, who is quick learner, as not being capable of receiving meaningful assistance from her, even with 10 years training (October 4 2009, Kakeru's Movements). Misuzu is the most skilled (October 4 2009, Kakeru's Movements) of the current Kusakabe family, was described as a sponge to water when learning various artes and sword practices, and obtained the Kusakabe Five Treasures at a young age (October 4 2009, Kakeru's Movements). Her body reacts faster than she can think (October 7 2009, Fist and Sword). Misuzu can read (October 7 2009, The Black Knights Attack) her opponents attacks far in advance. The Kusakabe can see actions being performed as a flow of events, a logical progression, which they can see the reasoning behind the actions, and can follow and imitate (October 28 2009, Resolution Renewed). Misuzu is highly knowledgeable of the occult, even possessing knowledge of artes that aren't of Eastern origin (September 17 2009, Misuzu's Reminiscence). She is also the most gifted (September 23 2009, The Same as Ever) person in her entire school.

Shirori

Genius

Shiori is a genius (October 9 2009, Momono Shiori) who can memorize the contents of an entire library (October 9 2009, Shiori and the Library). Having never played a game before, she only needed to see a single game (September 23 2009, The Same as Ever) to be on the level on a computer (September 23 2009, The Same as Ever). Can read books with dense material faster than anyone alive (September 25 2009, A Friend)

Invidia

Gifted

Invidia is the physical manifestation of her techniques (October 7 2009, The Black Knight Invidia), possessing the skill to easily predict and counter opponents faster than herself

Ira

Gifted or Genius

Ira has mastered a near impossible number of dissimilar techniques (October 7 2009, Fist and Sword), and with his skill can defeat opponents several times stronger than him. Ira has the skill to easily predict (October 7 2009, Fist and Sword) where Misuzu would land, and block Kakeru's attack, due to knowing it was coming (October 21 2009, More to Learn). Ira has total and complete mastery over his body (October 21 2009, The 2 Sword Style), having the finesse to turn every inch of his body into a deadly weapon. His style directly compared to the Kusakabe, as it has also pilfered the best of each other school (October 7 2009, Fist and Sword).

Not sure if just what I posted alone is enough, genius kind of rest on him being even with Misuzu (October 7 2009, The Black Knight Invidia). To me Misuzu seems to be really skilled with a sword, while Ira is the same, just with his bare hands.

Misao

At least Genius

Misao is a master of the Wayward Artes and countless techniques (November 3 2009, The Strongest Practitioner), with each one of these techniques being something that would normally be inherited by individual masters (October 21 2009, The 2 Sword Style). Even Misuzu who is genius, has only gotten close to acquiring a single one of these techniques (October 21 2009, The 2 Sword Style). The Kusakabe school draws from every school, perfecting their techniques for use against the inhuman (October 4 2009, Exercise). The Kusakabe can also see actions being performed as a flow of events, a logical progression, which they can see the reasoning behind the actions, and can follow and imitate (October 28 2009, Resolution Renewed). If Misuzu is a master of her school, Misao is the living embodiment of its perfection, and her abilities have transcended her school (October 29 2009, Wayward Artes). She is able to predict her opponents future attacks to the point of moving in response to the strategies they are envisioning (October 28 2009, Yukiko's Wounds). Despite being in the middle of an attack, was easily able to adapt (October 29 2009, The Menace of Superbia), when Kakeru appeared in front of her in the blink of an eye. Easily maneuvered around Kukuri's chains despite being surrounded in all directions (October 29 2009, Collapse)

Range

Yukiko

Hundreds of Meters via Throwing Her Knives

Throw her knives so far, it traversed mountains (October 12 2009, Brothers and Sisters)

Stamina

Black Knights

Superhuman

Black Knights are monsters who live through fatal wounds and don't feel wear or fatigue (October 7 2009, The Black Knight Invidia)

Yukiko

Superhuman

Even after suffering fatal attacks, she showed no fear or pain (September 30 2009, Gula's True Power)

Ira

Superhuman

Pulled a knife out of his body (October 7 2009, Fist and Sword), yet still kept fighting Misuzu

Lieselotte

Infinite

The Demonic Stone which is apart of her soul, is a stone of inexhaustible power (October 31 2009, Hell Fall)

Misuzu

Superhuman

Kept fighting (October 21 2009, Yuka's Power) after having her arm, ribs, collarbone broken and lungs pierced (October 21 2009, Yuka's Power)

Shiori

Superhuman

Can go several days without sleeping (October 30 2009, The Deeper Mystery)

Kakeru

Superhuman

Continued to endure excruciating pain (October 24 2009, The Kusakabe's Blood), from being electricuted by Raikiri, and didn't care if he died, nothing would shatter his resolve

Speed

General Speed Upgrade to Massively Hypersonic+

Raikiri can bring down lightning from the sky itself (October 5 2009, Pyrokinesis). Raikiri's bolts of electricity are directly compared to the lightning from the heavens itself (October 7 2009, Fist and Sword), and also can cause muscles to spasm (October 25 2009, In the Grove). It has also shown the ability to manipulate charged pieces of metal (October 21 2009, The 2 Sword Style), and got its name after its user used it to cut a bolt of lightning (October 6 2009, Closed In). With all this evidence I believe it qualifies for real lightning.

The flying Larva can skillfully dart around the lightning bolts (October 5 2009, Pyrokinesis) that Raikiri call down. These are fodder which everyone can kill, and aren't on the level of Black Knights.

Tajima's spells are much much faster than Misuzu's (October 5 2009, Pyrokinesis) spells. This is stated directly after Misuzu was trying to hit the Larva with Raikiri. Invidia easily reacts to, and dissipates Tajima's fireball (October 7 2009, The Black Knight Invidia). She later on swatches away a rain of fireballs (October 7 2009, The Black Knight Invidia)

This should put everyone at Massively Hypersonic+. But I will go into further in some specifics that need to be talked about.

Gula

He is treated as being slow compared to the cast, he caught Misuzu off guard when he broke Tachibana's chains and threw her at Misuzu, idk if his combat speed scales to the cast. His attack speed should though, as his attacks were able to tag Yukiko (September 30 2009, A Desperate Fight), albeit this was an aoe attack. Gula then gets a boost in stats which makes him comparable to Misuzu (September 30 2009, Gula's True Power). His power is said to have doubled (September 30 2009, Gula's True Power). I think this applies to his speed as well, seeing as he was able to catch Misuzu off guard, if there was a massive difference in speed, that wouldn't be possible.

So in Base he is slower than the cast, who are faster than fodder Larva who can maneuver around lightning, while amped he is on their level.

Yukiko

Massively Hypersonic+

Yukiko is stated to be faster than Misuzu (October 12 2009, The Black Knight Acedia), and Invidia kept up with her due to precog (October 7 2009, The Black Knight Invidia), so she is faster than Misuzu and Invidia.

Takahisa

Base

Massively Hypersonic+ attack speed and reaction speed

As mentioned before, he will have MHS+ attack speed for his attacks being faster than Raikiri. His reaction speed should also be that high as well, as he was able to save Yukiko at the last second from Invidia's attack (October 7 2009, The Black Knight Invidia)

Kakeru

Pre-Fusion

Unknown, At least Massively Hypersonic+ with Eye of Aeon

Kakeru has been shown in brief bursts of power/speed to outspeed even the Black Knights can react. Can move faster (October 7 2009, In the Face of Death) than Misuzu and Yukiko.

Pre-Fusion, this is just in short bursts, after which he will experience extreme pain, making him unable to move

Kukuri

Massively Hypersonic+ combat speed, and perception speed

She scales to Black Knights like Invidia (October 7 2009, The Black Knight Invidia), but in addition she is able to perceive Yukiko's movements (October 7 2009, In the Face of Death), who is faster than herself

Ira

Massively Hypersonic+

Despite being caught off guard, was able to react and defend himself against Raikiri (October 21 2009, The 2 Sword Style).

Of course he also scales to Invidia.

Misao

At least Massively Hypersonic+

Misao can easily keep up with Yukiko (October 28 2009, Resolution Renewed) without even moving from her spot. Even Kakeru with the Eye of Aeon, who could perceive the movements of Ira, couldn't perceive her, and she easily block his attack (October 29 2009, The Menace of Superbia).

Note these bursts of speed with the Eye let Kakeru outspeed Black Knights like Ira, with nobody being able to perceive him

higher with Racing Night

Can increase her speed even further (October 29 2009, Collapse)

Misuzu

At least Massively Hypersonic+ with Doujigiri Yasutsuna

She already is scaling to Misao.

higher with Racing Night

Like Misao, she can use this technique to boost her speed (November 3 2009, The Strongest Practitioner)

Shiori

At least Massively Hypersonic+

She is far superior to the other Void Fragments (October 12 2009, Shiori's Power) ie Yukiko, with Invidia not even being able to touch her. Note Invidia with precog could keep up with Yukiko, yet can't even touch Shiori

Dragon Avarita

At least Massively Hypersonic+

He scales to Shiori (October 29 2009, The Anthology of Lore Ursula), so this would naturally follow

I overall agree with the changes, they are clear.
At first, I was confused at where Class 50 for Gula came from. You said "using the same 2x multiplier" even though the multiplier wasn't brought up by then, but you mention it later in the Speed section. For the sake of clarity, maybe mention that statement in the LS section, too.

The only thing I'm unsure of is the LS of characters besides Gula and Kukuri.
In what context is Ira stronger than Gula? If it's in terms of energy output, that doesn't automatically translate to having higher LS. If there are other pushing/pulling feats that can scale to either Gula or Kukuri, that makes it clear, but otherwise I find it dubious.

Well Kukuri's chain literally bounce off Ira (October 7 2009, The Black Knights Attack), its directly stated again here that Ira is on a completely different plane than Gula.

Speaking of on I forgot about his multiplier, since I scratched the whole ap section I was working on off, albeit 9-A is a big tier so still kinda irrelevant. But any he has a strike which is his full power, tens of times greater than his normal strength (October 7 2009, Fist and Sword).

Maybe there is an argument Misao and Misuzu would scale above that, but honestly not too interested in it, the motivation for arguing for ap is rock zero after I wasted time arguing for 8-C, which was wrong.
