Who? Generally if a 1-B hurts a 1-A he/she will be 1-A unless there is a reason scaling isn't applied.

I am not sure why this is the case. You may want to ask a knowledgeable member of the verse or one of its supporters. Also you need to add who you are talking about to the OP. I had to look down at the categories to have any idea who this is referring to.
