Alexandre starts with skate in hand but no ritual already in use
Hulk starts as Bruce Banner and can only transform into 1-inch tall Hulk
for now, speed is unequal, battle's at a Minecraft Superflat world

I think Xande has more options than Hulk both defensively and offensively with the dura neg rituals, it would be kinda hard to hit Hulk though due to his size

hence why i think the match is fair
my bet is surely for Xande, tho
 
Hulk has to his advantage Acrobatics and Pseudoflight to not get hit and since his thunderclaps start very nerfed, he'd use more of his Radiation Manip when Xande gets closer and Sound Manip too.

Xande is very smart when coming up with strategies to fight, when he saw his opponent becoming so small, he'd use the Student variation of his Deadly Speed, which gets him to move much faster (a turn in a ttrpg is usually 6 seconds and allows only one action (where he'd attack with his bat or something), so now he's doing that twice and more (since a turn is also composed of Bonus Action and Movement)) and all that while being overall faster than Hulk at the start. Xande's skate is also a shield with a conscience inside of it which helps him blocking or dodging, and to also help him block, if Hulk gets an upper hand, he can use Noise Screen. And using Curse Weapon, he can do duranegging damage, not a huge amount, but a very significative one.

Which leaves us with a pretty simple battle to settle: either Xande dies from the radiation emissions (the only consistent, undodgeable and significant damage Hulk can do and does with ease) or Xande gets a few hits and Hulk gets killed with either the strangest lacerations ever or with some sigils that don't make sense at a first glance. And i'll vote for Xande as Hulk's wincon though consistent, takes longer.
