All of Freeza's basic soliders were shown to have a PL of roughly 1000 based on statements from Zarbon and Dodoria. Muten Roshi's last documented PL was 139. In my opinion this is just one of the many power scaling inconsistencies and shouldn't be taken seriously.

In my opinion theres no reason not to believe Goku's statement. Not only does he describe the RoSaT's size but he also tells Gohan it's exact temperature, amount of oxygen and gravity. It's hard to imagine he has such specific information on every aspect except for it's size.
In the manga the fight between Gohan and Dabura only lasted a few pages. In those pages they are shown to be going even. Before the fight is interrupted Goku even remarks to vegeta that gohan can win. It wouldnt make sense for Dabura to be evenly matched with Gohan, Let alone potentially lose to...
Goku can infact fly during the 23rd Budokai. Im surprised this is being debated considering its the only reason he defeated Ma junior at the end. Tenshinhan even states "thats the buku-jutsu! he's learned to fly!"
This was a good episode in terms of animation and plot development. However it sacrificed any sense of Power Scaling the series had set up to this point.
Actually the 30,000 rating for Goku was only the initial reading. After that reading Turles states his power level is "Sky rocketing". Base gohan was rated to be 10,000. That'd put his Oozaru form at 100,000 and Turles almost One-shot him.

I wouldn't exactly call that a one-shot. They were fighting off panel for quite a while, and this dead version of God Serena is much weaker than when he was alive according to Gildarts himself.
