Not necessarily, Kira's bombs aren't exactly instantaneous. Many previous victims were capable of getting a few words out before being completely blowing up and on top of this thanks to a previous use of Saiki's mind control, he along with his verse can think extremely fast in dire situations.
Kira has the best chance of figuring out Light is Kira and blowing him right the **** up. Light will certainly be snooping about to figure out who Kira is. If Kira were to notice this he'd blow be suspicious of him and blow him up. Meanwhile, on Lights side of things, the only way he'd find out...
So in short, in order for Light to win, he'd need to figure out Jason's name, take his mask off so he can see what he looks like, and avoid him as he does this. Light is at a huge disadvantage here, especially in round one since it's possible the death note wouldn't even work on an undead Jason...
