Is there even any proof that novel DIO has universal level AP in a non hax state? Surviving Made in Heaven doesn't really mean you have universal AP in physical scale. This is a case where physical beats hax since DIO has to get past Jiren's physical shield to do his hax.
Hit has different time-stop abilities.
His range should also be larger than Dio's considering Dragonball has 12 universes. His more powerful time-stop abilities are also able to affect people who have resistance to time-stop.

Dio hasn't shown any physical durability that can get past the barrier so he should lose this.

There's also Jiren's barrier, which is on all the time. Even Universal attacks don't go past in it. Dio would only hurt himself/disintegrate if he tries to punch or get close to Jiren.
Plus Jiren would resist the time-stop.

Mafuba is the very definiton of a soul sealing attack. And weaker Z characters have resisted/and even reversed it easily. Zamasu gets out of it with ease.
So at least that's an implication that Z characters have resistance against soul sealing/soul attacks.
Current characters in Dragonball Super have shown hax resistant capabilities considering they block Aura Slide attacks with their bodies.
Aura slide was capable of opening up dimensions, and other sorts of bullshit hax.
It's pretty much safe to assume that they now have hax resistance.
