    Actually the Heian Kyo people are above servant level. The Raikou and Shuten in the Seven Swordmasters of Shimosa were confident they would lose to Yagyu unless they were living. Do note, the Seven Swordmasters are already stronger than servants. Edit: They would currently be Low 6-B.
