Although I did see an argument where 3812 is still controlled by the narrators themselves and how 3812 can still just be CTRL+A and backspaced by Swann whenever they want to, and the fact that he is still referred to as a "fictional character" still makes him vulnerable to Swann's deletion...
I'm gonna go with Swann here
As long as the opponent is contained in a narrative of any shape or form(Such as a game, a story, etc.), it's gonna end up as a complete stomp
Take SCP-2747, a being which can obliterate narratives infinite times higher than itself. All Swann has to do is CTRL+A...
Pretty sure SCP-001 Swann should be able to immediately obliterate him before he even transcends them(which may take an infinite amount of time)
"Hey look, this guy is trying to reach our level of existence, how long do you think that will take?" "Seems like forever" "Oh, let me still delete...
I'm voting for SCO 001 SAS
While yes, 3812 seems to be ascending infinite narratives as we speak, it is still contained within a single narrative, which SCP 001 SAS can simply destroy with near to no effort at all
