Encounter itself is a weird abomination since it isn't attack reflection at all.
I believe it should scale to the users durability since it pushes away all the damage that can be inflicted on Gagamaru, it doesn't push away the overall damage that the attack is able to produce.

I'm fairly certain that it's been stated that it pushes away the damage he would receive not just the general damage of the attack. A person with higher durability would be pushing away less damage.
I would like to reiterate that encounter only pushes away the damage he receives and not the damage the attack could produce. Surely this could have Gagamaru's durability upgraded to simply multi-city block level since it would scale to his durability.

All Fiction isn't Regenerationn however. It's death erasure. The only reason he couldn't erase the damage from Ihiko is because he damage could simply not be undone, which is more broad than Regenerationn negation.
Correct me if I'm wrong but surely If speed is equalised then combine All Fiction with Book Maker and his abilities are sealed and he's brought down to the level of Kumagawa.

Technically it was the author killing her. He was showing that no matter how powerful a being is, the author still gets to decide who wins. That's why Ihiko won, because the mangaka wanted him to. No amount of plot manipulation can change what the author decides.
Ajimu has at best shown omnipresence, omniscience, and star busting. Possibly plot manipulation as she stopped herself being the main villain. However, she is one of the most all over the place characters to exist. Himeji wins. I don't even know why Ajimu is on Vsbattle wiki tbh.

Encounter literally makes her immune to physical damage, no matter the speed of the attack, it's a passive ability. She is however, not immune to reality warping. All Fiction (supposedly) ignores durability as a whole.
All Fiction is an improved version of One Hundred Gauntlets which originally and still does automatically reverse death. Having something to come back from has nothing to do with it, it is erasing death itself, it is not regenerating.
