How is it canon? The Cheat Codes are a in-game mechanic stuff and I don't recall it being considered canon for the Lore. I'd need to ignore the main gameplay of how the Quad Damage and other power ups work. As far as I'm aware, it multiplies the damage of his weaponary, not his strenght.
