The martial arts was developed with the swords specifically (And the skills kinda boos each other, but that doesn't matter here). There is obviously the problem that the martial art was desined with superhumans in mind.

Post season 2 he normally flies up and snipes to be honest. In this key he tries to get farther and snipe. There is a chance that he would make a barrier since the enemy is so close tough.

Chameleos doesn't have half the abilities the dragonborn does, plus he can forcefully make people lose his track even if found by just crouching down, so even if he does detect him he can always make him loose track.

Tough, since most of the stuff in skyrim needs for you to be stealthy blothirsty and brutal, it would likely go for stuff that kill the enemies right away.

There are other characters that just happen to get lucky and unlucky like what you are describing, this guy litirally breaks the rules of his verse. He accidentally gives people miracle healing, makes someone litirally being mugged fall in love with the mugger and makes two egg randomly fuse...
Plus, saying that a bugler and a woman just fall in love on sight or that two eggs magically fuse, or that a litiral miracle recovery happens is just "being at the wrong place at the wrong time" is kinda pushing it.
How does that change anything here? We are not assuming he does it on command, just that his ability would react to how it normally reacts to stuff that would lessen his pain.

No. Sans' normal attacks are equal to a normal frisk, and his ghaster blasters are ridicolously predictable.
