    Garou only becomes 4-A after copying Saitama's Serious Strength. Before that he was only matching a casual Saitama and so we scale him from his own best feat. Blast doesn't scale to Serious Saitama and Evolved Garou either. Garou surpassed him before copying Saitama's strength.
