I don't think anyone scales to the Serious Punch Squared speed-wise. It's an explosion brought about by the clash of two Serious Punches that had its vectors altered by Blast and his crew so it would only go in one direction rather than all directions. It wasn't fired normally nor did anyone...
Saitama doesn't need an "At Least" rating anymore since he was using his full-strength against Garou, it's just that he got exponentially stronger as he fought.
Garou only becomes 4-A after copying Saitama's Serious Strength. Before that he was only matching a casual Saitama and so we scale him from his own best feat.
Blast doesn't scale to Serious Saitama and Evolved Garou either. Garou surpassed him before copying Saitama's strength.
God currently being stronger than Saitama is funny to me. Not that it matters since we have the ultimate guaranteed proof that Saitama will just go "Lol ok" and get stronger if they fight.

The whole "It took zero punches to end the battle" line tries to be hype but doesn't even make sense. WTF are you talking about you're literally punching him at that very moment.
Those two galaxies around Garou are obviously just a visual effect. They are too big to be visible from Earth and only appear as Garou poses in that angle.
Nothing was shown that justifies intergalactic ranges.
No universe was created, what happened was that Saitama's subatomic particles went back in time. This is a concept in Quantum Mechanics that Murata is likely referencing.

The shot of the restored space on Chapter 168 makes arguing for intergalactic distances unjustifiable. There are no visible galaxies there. Murata has drawn galaxies on other panels in the last two chapters, if he wanted there to be galaxies...

Yes, since he doesn't have a Limiter binding him down. It's why his strength defies logic and he is just able to do random toon force shit like punch a hole in space or grab portals with his hands.
