    First of all neither is faster they are both MHS+. All it takes is a single punch from R2 or R3 Naruto, and Raizel is DEAD. Raizel's blood field can be dodged. Raizel can so far can make atmost 10 blood fields(As far as I know I'm not caught up with the series).

    R1)Naruto and Sasuke. Mewtwo isn't strong enough to to be a big threat to them so it's basically 2 vs 1. R2) Mewtwo and Deoxys. Deoxys is to fast for naruto and sasuke. Mewtwo once again isn't really a factor due to lesser ap, and durability. Deoxys wins this by himself via speed blitz.

    The EJ+ rating is for knocking 5 casual mountain busting tailed beast bombs away with ease in his weaker Biju Mode. Bijou Sage Mode is much stronger so it becomes atleast EJ+.
