I don't think that changes much beyond that Spike won't anticipate the regen, but given the size difference the dinosaur is still going to do horrible things to the snake, far beyond simply beheading it I think.

If there are bite force studies out there that use psi, a measure of pressure, rather than newtons (hence bite force), it's probably super dubious.
