I can settle on characters getting limited abilities for tool-based abilities such as Limited Light Manipulation in this case. But I feel like it would then have to be extended to Limited Fire Manipulation in the case of flame-throwers for consistency.

I disagree with this being a speed value that can be indexed on their pages. This isn't part of their combat speed, it isn't an attack so it isn't attack speed. None of their other attacks are implied to be this fast.

When Goku does his Ki sense thing to lock onto random aliens that he's met before, it's not a speed feat by them that their Ki could reach Goku across interstellar distances to be sensed.
