Well, I do have a (turn based) strategy game verse myself, and from all of my experience, I can comfortably tell you... I have no idea. I mean seriously, it's just a pick 'n pray situation. Obviously if it's about destroying a building/city, you use the building/city itself, and so on for anything else, but other than that, I dunno. So, I think your assumption is correct there, if it's a large city you treat it as a large city.

If an attack deals damage equal to 30% of a building's HP, do you think we can consider said attack as an AP of 30% of the Large City value?

Eeeeeeh, that's a little iffy, these verses run on a "everyone can hurt everything" logic so if you're not careful with the scaling you might end up with some very overblown ratings. Can you specify?

For example, there's a character who has an ability that drops a massive artillery shell over an area. It removes about 65% of a Large City's max HP, and completely destroys massive multi-building structures such as aerodromes, fortresses and citadels to the ground.

alright, should be fine then, not really sure if you should use health bars, i think "destroys a large city in 4 hits -> baseline large city : 4" is a better reasoning although it isn't too different
