If the nature of the time vortex is what allows time travel, then no. The blast would have to do that irrelevant of the vortex.

Only Time Manipulation (Time Elemental) users are allowed to travel in Time Vortex, but in the case of Mergequakes (and this blast) they do not have Time Elemental.

My point remains unchanged. If time travel requires the vortex then the blast isn't immeasurable, as just getting to the area would allow it to affect the timestream. That fact that it's Interdimensional according to your first post only makes the argument that it couldn't access the Time Vortex inconsistent.
