It should be good now, the evading punches rule shouldn’t be a problem since Kenjaku avoids Piercing blood consistently through the fight.

His eyes open wide when it's way too close to him. Him having High Hypersonic Perception is absurd, since he doesn't react until it reaches his face, despite the projectile being Supersonic. For this was to be true, he'd have to react to Piercing Blood by the time it moved 0.0258 m from Choso's hand, not until it was 0.0258 m away from his face.
The logic here is backwards. The actual perception time would be the distance from Kenjaku and Choso, minus the distance from the Piercing Blood to his eye.
Your distance for him dodging is also incorrect. The actual distance is the minimum needed to avoid Piercing Blood. Which means the distance from his eye, to the end of his head from where he dodged. He seems to bend downward to avoid, so the center of his eye to the top of his head should be the distance moved.
His turn is irrelevant since we don't know if he did that before or after he moved out of the way.
This is a manga, we cannot say for certain, so we need to measure the minimum possible distance.
However, this could fall under are rules of "evading punches". This is true for projectiles as well.
But I cannot say if that is true or not. I haven't seen that fight for some time.
