More like 2-B AP with Low 2-C DC. Similar to how Ki Blasts in Dragon Ball don't destroy everything, or how every bullet in UT doesn't cause mass destruction around despite being Tier 9.

Because it deals to Frisk the same damage as all his other attacks + the DT level, yes.
