The Earthquake formula can only be used for shaking across a very wide area of the ground, not a single building. Also, your way of scaling the building's height is incorrect. You can't px scale something coming towards the screen, you'd need to use angular size to find the distance from top to bottom.

The ground shaking/Earthquakes, which causes buildings to shake, is vastly different to just shaking a building.

Edit: I'm not certain the correct way to calculating the shaking of a building however, so it'd be best to ask someone else who has more knowledge on this subject.
