Define "old RPGs", like 90s-00s or what?

The speed would need more context than just what you've told me (a calc, in fact) but if it's just conjured electricity, we can use the default speed for that and calculate it against the distance to a target (the minimum distance where it can be blocked from) and then figure out the distance the target moves to dodge/block it. This would give you speed, assuming no aim-dodging shenanigans.

The name doesn't immediately ring a bell, why?

Some spells appear on the screen and others do not.

Basically there are some spells that release lightning, I'll include the description of the spell.

Shocking Fury spell: Releases Faren's fury as a large amount of electricity directed at a target at short range

Lightning Bolt spell: Hurls a bolt of lightning at the target

There is also the Zap spell which is through touch, which says it is natural electricity, but it is through touch so dodge or block I don't think it would count, since you only need to dodge the touch.

As for the others, there is no minimum distance? You can cast the spell placed on the enemy, facing him, and he can still dodge it. Being basically 0 distance within the game.
This Shocking Fury spell from what I remember doesn't even appear on the screen, you just cast it and click on the enemy, then you can hit or the enemy can dodge regardless of the distance, being far away or in your face.

You talked about the minimum distance and the distance from the enemy dodging, but it's old, there's not even an animation for that.

You can cast spells in front of the enemy, practically at a distance within the game, and he will dodge. And the enemy's action to dodge does not appear in the game, it is only said that he dodged the blow in the game chat, but the animation does not exist, in the animation he continues to stand still (or hit you)

I played World of Warcraft in its heyday, but not anything earlier in terms of MMOs.

I suppose a good assumption for minimum range would be the maximum melee range (since over that is ranged combat territory) and the "dodge" can be assumed to be moving an arm to raise a shield (they have shields, yes?) since this is a value we can guarantee.

I think only human enemies have shields. Skeletons, for example, don't have a shield, but they can dodge blows.

I think I can record a small gameplay of the combat, and use some electrical powers to show you what it's like (I doubt you'll find it on YouTube)

It's just going to take a while because it's one of those RPGs where all the magic is necessary items for you to cast.

If humans dodge the same as anyone else, should work fine, and it shouldn't be too dissimilar a value compared to, say, ducking or sidestepping.
