Is High 7-A too high? Fully evolved Pokemon scale to that, apparently. (About 3 or 4 Gigatons.)
If it is too high, I think there's some Transformers, Superhero media characters, LotR characters, Care Bears, anime characters, Elden Ring, a version of Sonic, Inanimate Insanity....

There is also Baby Pokemon, with Cleffa's feat scaling to (0.62 Tons - Building level) but I've debated most Baby Pokemon before & they're not that great.
Feebas & some bugs also scale to that rating, but other than Feebas (Sort of), they're painfully inflexible.
