Is High 7-A too high? Fully evolved Pokemon scale to that, apparently. (About 3 or 4 Gigatons.)
If it is too high, I think there's some Transformers, Superhero media characters, LotR characters, Care Bears, anime characters, Elden Ring, a version of Sonic, Inanimate Insanity....
I generally like debating Pokemon characters, though, so if you don't have any preference & don't give me any other criteria to base on, I suppose I'd pick a Pokemon?
You presumably asked me for 7-As with a purpose. I'm guessing for Versus Threads/Tournaments. Knowing the purpose more specifically would make it easier for me to decide.

Incomparable. I lost all of my characters even near Small City when I downgraded RotMG to 8-A
Low 7-B One Piece characters, you mean?
If so, eww. Haki & Logia have embittered me about debating One Piece.
Unfortunately, Low 7-B, 7-B & High 7-A seem to be where Pokemon scaling falls AtM.
I'd like to do a Pokemon matchup, but if you don't have any that are around those tiers, that goes out the window.
There is also Baby Pokemon, with Cleffa's feat scaling to (0.62 Tons - Building level) but I've debated most Baby Pokemon before & they're not that great.
Feebas & some bugs also scale to that rating, but other than Feebas (Sort of), they're painfully inflexible.

For that scaling in 8-C, pick a character but don't expect any hax you're packing without layers to work
Also, I have Metal Gear Rising characters in 7-B but like... do you seriously want to debate their +Scaling arses?
Lol, you expect things like Feebas, Togepi, & Blipbug, etc. to have layered hax scaling?
These are things on par with Magikarp, Baby Pokemon & Caterpie & Metapod.
Riolu technically qualifies but I do NOT want to deal with debating skill involving that again.
Don't worry I can just about guarantee that Back Alley Brawler on his own skill-stomps most ******* because that genius-level skill isn't for nothing lol
I'd suggest Overwatch but you have a 50/50 shot on the profiles from it being dogwater
