Thanks, and yeah, the Low 5-Bs are upscaling from BSM and Toneri. And if it wasn’t obvious, Madara and Guy are at baseline 5-C+ due to downscaling from Hagoromo and NaruSasu.

Btw what do you think about Borushiki, base Naruto and Kashin Koji? I think Naruto could either downscale to 5-C+ or baseline Low 5-B, but I dunno which would be better.
So from what I'm seeing, the small planet level characters upscale from moon+ because SPSM > BSM.
I've always had my personal issues on whether Naruto during that time used SPSM against Toneri because of the abilities executed, but it's just my headcanon that I won't force until more proof is provided.
