Wait... there is a translation error in both versions of Arges' speech. In the Portuguese version it says that she used Chronos' power, in the English version it says that she didn't even have Chronos' power. I'll download the raw one here and have a look (I'm already downloading Aiolia's raw from chapter 4 of episode g btw)

yeah I definitely agree that Golds are at most light speed (with the 1 exception being Aiolia who fore some reason can just do it whilst others can't).
and you bring up some very interesting points about Shura, but wasn't the inflation feat outright stated to be a miracle? Later on his 9th sense allowed him to go FTL, the 9th sense allowed him to use Ex Machina without a miracle as well so I just thought 9th sense allowed the Saints (mostly Shura and Aiolos) to do stuff they'd otherwise need a miracle to do?
My initial interpretation of the chronos stuff as it relates to Shura was that he was summoned in a way the other Golds weren't, iirc there's a statement in the mid 80's of Camus as well as the summons coming from Tartarus but Shura seemed to not know that, indicating he wasn't summoned through the black core.

Yes, it saved a lot of time. It's really FTL. The problem is that this scan tries to equate that when a gold saint focus their fist they surpasses light, maybe it's the contradictions for the sake of the script, and we should consider that just for Aiolia, I guess.
About Miracles, I think Miracles is just a problem about Kurumada's writing. In episode G which is written by Okada we get the idea that it's the Humans who are creating miracles, not the Gods, episode G, G.A, and G. Requiem all argue that point about miracles. So even if it is a miracle I think it should be counted as "Outlier at the initial chapter", and for 9th sense: "Shura's normal speed, since Aiolos with his 9th sense was attacking from the universe 2 the underworld."

Even without the Keraunos thing, Pontos in chapter 47 claims that FTL is the speed of the Gods, and recently Shura had to activate the ninth sense to overcome the speed of light.
It is easy to make a list of all the moments that the Gold Saint talk about light speed, or near light speed from episode G to the end of G.A, and most of them when they go to FTL it is because of the Ninth Sense.
In the episode G.A Shura exceeding the speed of the initial inflation of the Big Bang is explained perhaps by the fact that he took some of the power from Chronos, the God of Time. Also, this was not just a "IF", the Cyclops Arges points out how Athena used the power of Chronos while he was watching Shura arriving on the battlefield.
