I think enough time has passed since the last upgrade (half a month I think?).
Should I make the thread? It would also include your calc as it would be a waste of time to only upgrade the low-tiers and not the 5% level characters.

That sounds fine, and yes it would be strange to not upgrade the others as well.
Unless the other ends of the pipe weren't connected to anything? But the smoke/effect coming off from both ends of the pipes does seem to support they were connected.
