There's a larger overlapping space that would need to be Low 1-C for containing the multiverse, but none of the multiverses themselves would be more than 2-A.

Universes without a separate timestream have a lower Tier 2 priority now. So because things branch off from an original timeline that means there's no method of getting any Multiverse to Low 1-C.
