What you're describing is a Discussion thread, really. A CRT should know what it aims to fix on the pages when you make it. If you're just looking to discuss changes, a Discussion thread is your beast.

Well. A discussion thread doesn't really need to be a formal affair, I guess. You just make a thread, contact supporters, and ask them to spitball ideas there. It'd go in the General Discussion forum.
