As I understand it....
1. Haxless characters are characters that lack Powers/Abilities that can easily turn a match in their favor.
2. Low Hax are characters that lack things that Powers/Abilities that easily change a match in their favor.

Things to consider when viewing an ability:

1. Is it passive or an aspect of their physiology?
For example, Elemental Intangibility, high levels of regeneration, incorporeality, Acausality Types 3, 4 & 5, Transduality....
There are only so many KINDS of win conditions, & certain abilities can invalidate entire types of win conditions. Including, but not limited to, for example: You can't drown someone who doesn't breathe, you can't beat someone to death if they're intangible, & you can't render someone unconscious if they don't have a consciousness. (Or maybe they have infinite stamina, but then it's still ambiguous, I'd say.)

2. Is the ability something they can & will use in-character?
Something someone won't do may as well be an ability they can't do, unless you Bloodlust them or give them prior knowledge, or they're fortunate enough to realize they need to do that in the match.

3. How is the ability executed?
Using an ability skillfully is important, as are its range, speed, limitations, etc.


For me, & speaking without much consideration, I'd approximate that, at most, a "Low Hax" character has maybe 2 or 3 abilities that can ensure victory, or maybe 5 or so abilities that are very useful, but not "match-tipping" (As in, they tip a match in their favor.).
Mind that these numbers are not exact; I pulled them out of nowhere as a guesstimate, an approximation, & case-by-case consideration is often valuable, as frustrating for me, you, &/or others as that may be.

For a Low Hax character, their chances should be more defined by their statistics, & maybe skill & behaviour, rather than abilities.

Without putting much more thought into it, I'd say that it's difficult to specifically define what makes a "Low Hax" character, because they are defined by their LACK of hax. Asking for specifications of what makes someone "Low Hax" means asking for specifications of what a character lacks, which is often nebulous & subjective.

Mind that some folks might consider some levels of some statistics to be hax: High enough speed means you can act more than others, or deny them all their actions. High enough range can achieve similar. High enough intelligence can make many kinds of abilities & resources more useful, but requires the resources & characterization or circumstances to apply it properly. High enough Stamina can change a match, because unless they're destroyed beyond function, trying to win a "damage race" against someone who's stamina you can't beat is futile.
