Kurama Avatar Naruto, Kurama Avatar Minato, Sasuke Susanoo with Jugo Curse Seal, Revived Madara with Susanoo, and Half-Power Kurama all scale to 321.85 gigatons. Full-Power Kurama, Edo Tensei Madara with Wood Release, Alive Madara with Kurama, and Hashirama's Wood Golem all scale to 643.71 gigatons. The Island level+ characters all scale to 64.4 gigatons.
Anyway, the High 6-C characters, including the ones with High 6-C techniques, are Naruto's Kurama Avatar, Minato's Kurama Avatar, Sasuke's Susanoo with Jugo's Curse Seal, Kurama, Alive Madara with Kurama, Edo Tensei Madara with Wood Release (which would be impossible to match him up against anyone thanks to his Low-Godly Regeneration), Revived Madara with Susanoo and One Rinnegan, and Hashirama with Wood Release. There's also the Island level+ characters, who're borderline Large Island Level, which basically consists of all the Tailed Beasts, Gamabunta, Naruto and Minato's regular Kurama states, Tobi with One Rinnegan, and Revived Madara with Sage Mode.
