@Mr._Bambu Well, Vril and Shakti are pretty common forces in the Mignolaverse. Vril, the secret fire used to create the universe, contains a number of properties such as the ability to burn on a spiritual level and warp time on occasion, and Shakti is said to be the "equal and opposite" force to Vril. Apparently, Shakti is also capable of creating storms.

UES is like... magic from D&D. Ki from Dragon Ball. Basically the energy that's used to cause one effect can be used equally to cause another. In this case, you're looking to prove that these storms are created with the same energy as this guy's basic attacks.
