The moons rotation about the earth is independent of the moons mass. But yes if the core was replaced the new core would have to be capable of withstanding the pressure from the rest of the moon.

Doing some quick maths, Toner's moon core fortress (what I assume you're talking about), would need to withstand ~10^25 joules to not collapse from the moon's gravity.
