Okay thanks. Are you able to calc the storm showed here? It was done by Grimm known as Tempests who generate electricity. Throughout the season we can see that it completely surrounds Monstra and covers the sky as shown here and here. For the full view of the storm, this was the only one shown, where Penny is high in the atmosphere. In comparison, this is Monstra's size compared to Atlas., and both sizes were calculated in these two blogs.

How was this storm made? Were these storm clouds created, or were they pre-existing clouds that were moved?

So every feat involving a storm past the horizon is minimum Small City level and this doesn’t need to be calc’d? Just use the common feat calc?

It's context dependent. If you create a storm that goes past the horizon (creation, not cloud movement), then you can just use the common feats page. From there, it just depends on the strength of the storm (weak instability, moderate instability, or strong instability, depending on the severity of the storm)

There's no real point, as these kinds of common feats usually just link to the common feats page. What I do need to know, though, is how strong the storm is. Like, the thunderstorm and all that that comes from the storm clouds. How strong is it?

In the episode Strings, it’s stated by the soldiers that they can’t get close to the storm because their aircrafts are shot out of the sky. Also stated here.
