Because it’s just a world of stillness, not a world that regresses to the age of the formless Gods, it’s even supported by them using the power of a God (Ahriman, and Kagutsuchi), to manifest said world.
This is ignoring how incongruous the scaling would be. Hikawa and Hikawa alone is at the level of The Great Reason, but all of the other Reason Bearer’s are unfathomably inferior? Base Lucifer, the final boss and ruler of Kether is somehow weaker than Ahriman and Kagutsuchi? It doesn’t work.

I see, I do ignore the scaling for a moment there, it wouldn't make sense for Lucifer to scale below Hikawa, who needed Kagutsuchi to create said world. Thank you for the answer.
