It's on a case-by-case basis as far as I'm aware but it should preferably be really close to the next tier for the purposes of upscaling. I don't think that there is another requirement in the strict sense but it does help if a character is stated or shown to be significantly above a feat with a value that is already close to the next tier.

Alright, so for example, a certain character in his prime is 5 times this feat due to his power being split evenly with four others and each being capable of that. It adds up to around 81 kilotons. Is the gap small enough to bump up, since I recall something about a 1.3x or 1.5x multiplier?
