Orcus in his proper form doesn't, no. The "layers" is simply the simple term we use to refer to the fact that everyone has resistances upscaling from one another. So, for example, Orcus has better 4-D resistance than Jubilex, who has better 4-D resistances than a basic Demon Lord, who has better 4-D resistances than an ascendant balor. What affects the one rung down the ladder won't necessarily affect the next rung up, thus giving us the concept of "layers".
