Scaling the Miis to what the equipment they use in Nintendoland is based on dosn't really work. We can't really assume those are equal to the real things.

First off, for Hyrule, you are directly stated to be taking the place of legendary heroes, and later you are told you are in Hyrule. And in another case like the metroid games, you use the Varia Suit, and are able to use it's moves in-game, such as going into a Morph Ball, using charge shots, and shooting charge bombs. You can also upgrade you gun to fire ice charge shots. That gamemode also features many prominent metroid enemies and bosses (the full list can be found here).

Combining this with some of the level names, and the final boss of Battle Quest (zelda) being called Ganon and showing him in his pig form, made me believe their weapons should scale.

The Nintendoland games are canonically attractions, and we even see the ones in the LoZ game being made of more mundane craft material. That's like saying I'd scale to Stitch by being on a ride at Disney World.

Being an attraction doesn't necessarily mean it isn't real. Such as in the Luigi's Mansion inspired one, you are actually trying to find and harm the ghosts from luigi's mansion. Being an attraction also doesn't explain why the Pikmin game shrinks you down, or why the F-Zero one has you actually driving a Blue Falcon through a course as fast as you can, nor why the Metroid one has you fighting the enemies from Metroid, and firing energy beams and bombs.

Except the ghost from Luigi's mansion is just a guy in a costume.

Nintendoland also wouldn't hold up under our crossover rules.

I'm not sure which rule or rules you are referring to.
