It never shows up in his boss fight because it comes from his items. Which don’t effect the player. So applicable wise I imagine, based off the description, the opponent while probably still try to fight them, but with zero skill nor intelligence at all. For the time I have no clue because the only person to fight him resisted.

I’ve just reread the description it seems instant too me. There’s nothing implying any long time frame and from what is said it seems as soon you peer into the eyes the effect happens.
