I just don't think there's anything about their statement pointing to Vaccine Man or to all other monsters in history. Their statement can simply mean he is on another scale to all of the other monsters participating for the monster raid on behalf of the Monster Association. Since his appearance coincides with a whole lot of other monster attacks going on at the same time.
