Alright, so you'll need two things: the assumed magnitude at a distance, and the radius of the earthquake. The radius of the earthquake could simply be the radius of the ocean (so find its diameter and then divide it by 2). The assumed magnitude at a distance depends on what the earthquake does. Since it can shake an ocean, I'd say about magnitude 7 since that's about what would do so (it's between 6.5 and 7.5, according to this).

Once you have those two things, go here and look from step 2 onwards.
