The dragonair fear already had a calc and it was 7-B.
The rest is uncalculable

Dang, that's a shame. Can their power being compared to an earthquake be used as supplementary evidence for the earthquake feats or something in the thread?
Another thing, could Pikachu's Mega Thunderbolt be scaled off of other feats due to being '10x stronger than a thunderbolt'?

Not sure but I'll consider it in as well.
Could you prove that the dragonair was freshly caught?

Yes, I can. They were going to give the Dragonair out as a prize for a wave-riding contest, and Lance soon showed up, taking control of it (I made a little mistake, it was previously trained, but the trainer was unknown, I highly doubt they're comparable to high tier trainers though. Also note all of these scans are mirrored):

The scans I used earlier pick off from here. While it was previously trained, I doubt the trainer was very noteworthy

I'm pretty sure it was always Lance's Dragonair.

I'm pretty positive Lance can't mind control. He can heal as well as read minds and memories of Pokemon, but not mind control.

Plus, it could change and controll its Hyper Beam's direction, that's the way Lance specially trains his Pokemon to use Hyper Beam.

Even if it wasn't known to be Lance's by anyone else there, for all we know they could of gotten a random person to give it to that guy, like how Agatha hired a random Super Nerd to catch Pika for them.

The dragonair was still unevolved and either way i see no solid evidence here.

I interpreted it as Dragonair having fear stricken into it and becoming obedient because of Lance's overwhelming presence. After all, when Lance gets there, we see Dragonair flinch/sweat:

The panel where it says 'PING'. It looks as though he was put under Lance's control. Heck, don't most wild Pokemon submit to the Elite Four?

From a narrative perspective, it would make no sense that this was a set-up and yet wasn't even brought up to be one even once. It all played out as a coincidence. If it were the case, surely something would've been noted. It just makes no sense from a story-telling perspective to not mention a set-up like that.

It could of also just of been altered when Lance arrived. Again, Lance can't mind control.

Yes, they submit, but not via mind control.

It doesn't have to be brought up, the E4 was sneaky at what they do. A random person could of been told to give the Dragonair to that guy as a prize and the Dragonair put on an act until Lance arrived. That random person could of also of not known what they were getting into, not everyone knew who the E4 was, that Super Nerd didn't know who Agatha was.

From how strong that Hyper Beam was, stated to be "trained", and it using Hyper Beam the way Lance himself has taught his other pokemon, it's clear it was Lance's from the start.
