I mean, I don't know why you'd want to make a Horus vs Emperor match when...that's done. Like that's the whole setting and what it's based on. It had a whole book to be elaborated upon, even.

The stable match location bit isn't going to matter in the long run anyway, they will shatter reality and move through the Warp just as they did during their battle.
And yeah of course they weren't on even grounds, Horus was basically a god, the Emperor was on the backfoot the whole time. It was a series or circumstances pertaining to other characters that enabled him to earn a pyrrhic victory.
