I want to ask if invulnerability is actually used for high durability more than force/damage-immunity, and if assuming powers are power-gated (below 1-A) should be the default.

That's the problem, the name "Invulnerability" has a different meaning in most fiction than it does to VSBW. Here it means "AP-negating hax", usually it just means "really tough".
Is this true? I haven't really heard it... anywhere.

Yeah, it's pretty common. You can look at something like Superman commonly being said to have "invulnerability" as a superpower.
