As far as I can see in that quote, there's nothing to be said about the universe. The process is refered to as "天地創造", which is literally "creation of heaven and earth". This could loosely be taken as the universe, but the way the process is depicted puts a lot of emphasis on planetary scale, like the weather and the ground, as well as life and civilization. I'd personally interpret it as the creation of the planet, unless there's outside evidence saying otherwise.
