I find it a little dubious as well, but the cutscenes do imply that he did that. Present Demigra points out that his past self could become a god of time if he used Tokitoki's power, then he says that his past self is gaining power, and present Chronoa says that past Demigra's power is increasing. The implication there is that he got his past self to do the thing he said he should have done on his own.
The fact that Demigra never actually uses any of the powers he supposedly gained does point against that conclusion... but to be fair, Xenoverse 1 Demigra didn't either.
