To my memory we said range and not AP because it's matter conversion rather, which doesn't scale to attack power for non-tier 2 stuff.

I mean, it not only affects matter, which is only finite, but also energy, space and the fabric of reality, having the power to tear the latter apart. The Tiering System states the following:
High 3-A: Characters or objects that demonstrate an infinite amount of energy on a 3-D scale, such as creating or destroying infinite mass or affecting an infinite 3-D space.

"Significantly affect" is here used as an umbrella term for feats that don't involve direct creation or destruction but are comparable to them in power, such as warping and distorting the entirety of the structure in question, sustaining its existence with energy, merging the structure with another one, etc.
Encompassing all existence to convert the entire infinite universe into endless darkness, dark energy, and dark matter wouldn't qualify as significantly affecting it? Plus we consider feats of creation, transmutation, reality warping, and existence erasure as AP when they affect large structures, I don't understand why the Aether is any different

Aether is transforming existing matter into dark matter. While the universe is accepted as High 3-A, to my memory the amount of objects within it wasn't accepted as infinite. Unless the Aether also changed the universe in a spatial sense I just don't know if it would upscale like that.
